There are a lot of discussions about touching the ground with your feet. We know, out of experience, that it's not always possible to touch the ground even when the wheel size is perfect. If you purchase a smaller wheel size, your knees may touch the steering wheel.
The most important thing to keep in mind is that the driver must be able to drive safely. The only exception are children using a 12,5 of 16 inch wheel size, in that case it's very important that they're able to touch the ground because they need to feel safe. Is the driver using the bicycle as if he/she is walking and running, then it's not very important to let the feet touch the ground. Is the driver insecure or afraid? Then make sure the feet can touch the ground to make him/her feel safe and secure. When you're not sure, the best guideline will be; if the driver needs to stop quickly because of a trafic situation, is he/she able to brake and stop safely?
